Currently pending before this Court are Proulx’s requests for Certificates of Ap-pealability (“COAs”) (Docket No. 57 in C.A. No 95-40182 and Docket No. 29 in C.A. No. 99-40129). Proulx seeks a COA to allow him to appeal from orders of this Court dismissing his first petition for a writ of habeas corpus (C.A. No. 95-40182) on July 13, 1998 and denying his motion to vacate that dismissal on September 25, 2000.
