Appeal from a decision of the Unemployment Insurance Appeal Board, filed June 19, 2002, which ruled, inter alia, that claimant was ineligible to receive unemployment insurance benefits because he was not totally unemployed.

Claimant filed an application for unemployment insurance benefits on November 2, 1998. He represented on the business principal questionnaire accompanying his application that he was the president and 100% shareholder of a closely-held corporation which provided environmental consulting services to other businesses.
