[¶ 1] Baukol Builders, Inc., the lowest dollar bidder for a public improvement construction contract with Grand Forks County, appeals from a district court judgment dismissing Baukol Builders’ action for injunctive and declaratory relief against the County after the court decided the County’s decision to award the contract to another bidder was not arbitrary, unreasonable, or capricious.
