OPINION AND ORDER
LEISURE, District Judge.
This is an admiralty action that arises out of a dispute between defendant Neptunia Insurance Company (“Neptunia”), a marine insurer, and plaintiff American Marine Insurance Group (“American Marine”), its reinsurer. American Marine has brought suit under the Declaratory Judgment Act, 28 U.S.C. § 2201, seeking a declaration that it is not liable under its reinsurance contract with Neptunia.
