Colonel James Keathley, Superintendent of the Missouri Highway Patrol, appeals from a declaratory judgment in favor of a Missouri resident styled John Doe. 1 Doe pled guilty in the Circuit Court of St. Louis County in October 1992 to a charge of sexual abuse in the first degree. He was given probation and a suspended imposition of sentence.
