This public integrity action involves an undercover reverse sting operation devised by government agents to snare two former corrupt city police officers. Plaintiffs-appellants Marco Abel Partida (“Partida”) and Gerardo Vigil (‘Vigil”), on separate occasions, assisted in the transportation of what they believed to be sizeable marijuana shipments through Donna, Texas.
