Salomon Ruiz challenges the sentence he received after he pled guilty to bribery of a public official in violation of 18 U.S.C. §§ 2 and 201. He argues that the district court erred in applying the cross-reference provision in United States Sentencing Guidelines (U.S.S.G.) § 2Cl.l(c) to determine his base offense level, increasing his offense level for carrying a weapon during the commission of his offense, and denying him a two-level decrease in his offense level under the “safety-valve” provision.
