This is a proceeding instituted by the ISTorfolk and Western Railway Company against the Tidewater Railway Company, before the State Corporation Commission, to inquire into the necessity for and the propriety of the location of a crossing *131which, the latter company desired to make across the works of the former, under the provisions of clause 3, chapter 2, of an act entitled “An. act concerning public service corporations,” approved January 18, 1901 (Acts 1902-’03-’01, pp. 968, 970-’71), and found in the Code of 1901 as clause 3 of section 1291b.
