The Norfolk and Western Railway Company instituted a proceeding against the Tidewater Railway Company, which is now the Virginian Railway Company, before the State Corporation Commission, to inquire into the necessity for and propriety of the location of a crossing which the latter company desired to make over the works of the former; the principal contention on the part of the Norfolk and Western Railway Company being that the Tidewater Railway Company should not he permitted to cross what is known as the “throat” of its railroad yards at grade,…
