STEADMAN, Associate Judge:

The issue in this case is whether the beginning date of the school year and Good Friday’s status as a holiday are mandatory subjects of collective bargaining between the District of Columbia Public Schools (DCPS) and the Washington Teachers’ Union (WTU). The Public Employee Relations Board’s (PERB) determination that they were not was reversed on appeal to the Superior Court. We reinstate the PERB’s decision and order.
