GoodCat LLC, the Plaintiff, challenges the constitutionality of certain requirements that Indiana Code § 7.1-7-1 et seq. (the “Indiana Act” or the “Act”) imposes on manufacturers of electronic vapor liquids (“e-liquids”) who wish to sell their products in Indiana.
