I. BACKGROUND

On July 19, 1995, Common Cause of Pennsylvania filed a petition for review in this Court’s original jurisdiction attacking on constitutional grounds the enactment of the general appropriations bill for fiscal year 1995-96 as enacted by the General Assembly of Pennsylvania and signed into law by the Governor.
