OPINION

VANCE, Justice.

The State appeals from an order suppressing evidence obtained when a Houston Metropolitan Transit Authority (Metro) police officer arrested Thomas Elliott for driving while intoxicated. See Tex.Rev.Civ.Stat. Ann. art. 6701Í-1 (Vernon Supp.1994). Elliott argued that the officer did not have the authority to detain him because he was not committing an offense involving real or personal property owned or controlled by Metro.
