OPINION and ORDER
SCHLESINGER, District Judge.
This cause came before the Court on November 19, 1993 on Plaintiffs Motion for a Preliminary Injunction (Doc. No. 4, filed October 25, 1993) and Plaintiffs Renewed Motion filed on November 4, 1993 (Doc. No. 24), consolidated, pursuant to Rule 65(a)(2), Fed. R.Civ.P., with a trial on the merits of the requested declaratory relief.
