MURRAH, Circuit Judge.
Following his dismissal as an Oklahoma City police officer, Spence brought four separate state court actions against the City and various City and state officials, each seeking some form of declaratory or mandamus relief. The first action was abandoned, and the last was dismissed on demurrer for lack of standing. The other two alleged, in essence, that he was denied an appeal hearing as provided by applicable Oklahoma statute.
