The plaintiff’s complaint arises out of an injury he claims to have received while an inmate at the Norfolk City Jail. He complains that doctors at the jail “refused to provide [him] with any reasonable medical care,” Complaint ¶ 7, and that “the defendants provided little to nothing in the way of medical services.” Complaint ¶ 8.
