COLINS, Judge.
Albert D. Park and The Park Insurance Agency, Inc. (collectively referred to as Park) appeal an order of the Insurance Commissioner (Commissioner) who determined that Park had violated numerous statutes involving the writing of automobile insurance policies under the Assigned Risk Plan (Plan). 1
