Mark Twain once observed, “[T]he dog is a gentleman; I hope to go to his heaven, not man’s.” Letter to William D. Plaintiff Mark Thorp, a dog owner who alleges that members of the Metropolitan Police Department treated him and his canine companion in an ungentlemanly and unconstitutional manner, would doubtless agree.
