Rollan Williams appeals from the circuit court’s judgment overruling his Rule 29.15 motion without an evidentiary hearing. Williams argues the circuit court erred in overruling his motion without an evidentia-ry hearing because his trial counsel was *752ineffective for not calling a witness to testify and because his appellate counsel was ineffective in failing to raise a meritorious issue on appeal.
