Jorg Busse, proceeding pro se, appeals the district court’s dismissal of his third amended complaint in his civil rights action against various state and local governmental entities and officials in Florida, pursuant to 42 U.S.C. §§ 1983 and 1985. The district court dismissed Busse’s federal claims because he had either failed to adequately plead them or had not established federal subject matter jurisdiction.
