Appeal from Wayne; Dingeman (Harry J.), J. Bill by Charles B. Gildemeister against Richard Lindsay and others, composing the city election commission of the city of Detroit, to enjoin the certification of certain election returns. From a decree dismissing the bill, plaintiff appeals.

At the election held in the city of Detroit on April 5, 1920, Act No. 369 of the Public Acts *301of Michigan for 1919 was approved by the electors of the city. The act is entitled as follows:
