*993On July 11, 2018, the plaintiffs filed their Second Amended Complaint alleging that Ohio's U.S. congressional districts violate the First Amendment, the Fourteenth Amendment, and Article I of the U.S. Constitution. Dkt. 37 (2d Amend. Compl. ("Compl.") at ¶ 1) (Page ID # 287). Now pending before this Court is the defendants' motion to dismiss (Dkt. 46). For the ensuing reasons, we DENY the motion.

I. BACKGROUND
