Appeal from a judgment of the Supreme Court (Canfield, J.), entered July 2, 1992 in Ulster County, which, in a proceeding pursuant to CPLR article 78, inter alia, partially granted petitioners’ application to annul a determination of respondent Town Board of the *986Town of Rochester adopting a negative declaration of environmental impact of respondent Twin Track Promotion, Inc.’s proposed motor vehicle racetrack project.
