Plaintiffs E.M. and J.M., on behalf of their child M.M., brought these actions *609(now consolidated) against defendants New York City Department of Education (“DOE”) and Carmen Farina, in her official capacity as chancellor of the DOE, on March 12, 2015, pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400, et seq. Plaintiffs allege that defendants failed to provide M.M. with a free appropriate public education (“FAPE”) for both the 2011-12 and 2012-13 school years.
