I. Introduction

This is an action instituted pursuant to 42 U.S.C. §§ 1981, 1983, and 1988, by pro se plaintiffs Charles Reed, Sr. ("Charles") and Richard Reed ("Richard") (collectively, "Plaintiffs"). Charles and Richard are the father and brother, respectively, of Charles Quincy Reed, Jr. ("Quincy"). At the time of the events at issue, Quincy was under parole supervision by the New York State Division of Parole ("Parole Division").
