At issue in this action are the final results of the U.S. Department of Commerce’s 2003-2004 administrative review of the antidumping order covering certain steel concrete reinforcing bars (“rebar”) from Turkey, which resulted in the revocation of the order as to one Turkish rebar producer/exporter — Defendant-Intervenor ICDAS Celik Enerji Tersane ve Ulasim Sanayi, A.S.
