On March 10, 1947, respondent and appellant, who were then husband and wife, filed a joint petition in the Superior Court of San Bernardino county for the adoption of William Harold Shook, now known as Michael John Coughlin. Said action was numbered 18030. On September 12, 1947, the Department of Social Welfare recommended the denial of this petition upon the ground that the natural mother could not be located.
