I. INTRODUCTION

Plaintiff Joyce Robinson commenced the instant action pursuant to 42 U.S.C. §§ 1983, 1985, 1988, the Federal Tort Claims Act, 28 U.S.C. § 2674, and the Fourth, Fifth, Eighth, and Fourteenth Amendments to the United States Constitution arising out of the death of her son, Vernon Miller (“Miller”), while he was incarcerated at the Ray Brook Federal Correctional Institution in Ray Brook, New York (“FCI Ray Brook”).
