Petitioner, concededly permanently insane, is confined in the United States Medical Center for Federal Prisoners at Springfield, Missouri, under the following circumstances. On or about October 1, 1952, an indictment was returned against petitioner in the United States District Court for the District of the State of Montana, charging petitioner in fourteen counts with violation of Sections 1708 and 495, Title 18 U.S. C.A.
