OPINION

DAMON J. KEITH, Circuit Judge.

Jerry Lee Sargent, a pro se federal prisoner, moves this court for an order authorizing the district court to consider a second or successive motion to vacate, set aside, or correct his sentence under 28 U.S.C. § 2255. See 28 U.S.C. §§ 2244(b), 2255(h). He also moves for the appointment of counsel. For the following reasons, we GRANT Sargent’s motion for authorization to file a second or successive § 2255 petition, and DENY his motion to appoint counsel.
