Appellants, Robert Kosman and Norton Construction Company, brought suit against appellees, the city of Strongsville, its mayor, Walter F. Ehrnfelt, and its council, Thomas Brubeck, Adam Siedel, Edward Stryker, Clark Weaver, Mark Roth, Charlene Barth and Patrick Coyne.
