INTRODUCTION

This case consolidates the appeals of four hospitals from the decision of the Deputy Administrator of the Health Care Financing Administration of the Department of Health and Human Services (HHS) denying payment of the full amount of reim bursement sought for routine services rendered inpatient Medicare beneficiaries.
