DUFFY, Circuit Judge.

The Village of Skokie, Illinois, (then known as Niles Center), provided by ordinance .for the construction-of a sewer system in said village pursuant to an Illinois statute entitled “An Act concerning local improvements.” Smith-Hurd Ill.Rev.Statsi 1933, c. 24, § 698 et seq. The sewer project was known as Local Improvement 60610. Provision was made to levy a special assessment against certain designated real estate to pay for the cost of the sewer. Provision was also made for the issuance of special assessment bonds to anticipate the collection of such special assessments.…
