MEMORANDUM OPINION

ROYCE C. LAMBERTH, Chief Judge.

This action, which is brought under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, is before this Court on defendant’s Motion [66] to Dismiss or in the Alternative for Summary Judgment, plaintiffs Motion [74] for Rule 11 Sanctions, and plaintiffs Motion [80] to Supplement Plaintiffs Motion for Sanctions. For the reasons set forth below, defendant’s motion [66] will be GRANTED, plaintiffs Motion [74] for Sanctions will be DENIED, and plaintiffs Motion [80] to Supplement will be DENIED.
