This bill was filed by a taxpayer to restrain the de*408fendant city officials from making payment of salaries to the other defendants named in the bill for services rendered under the provisions of the Act of July 22,1913, P. L. 879. The purpose of this act was to create a Division of Housing and Sanitation in the Department of Public Health and Charities in cities of the first class.
