¶ 1 The single most important consideration in this long and drawn out litigation is the best interests of Baby Girl, The legal issue currently before this Court is whether the Parental Kidnapping Prevention Act, 28 U.S.C. § 1738 et seq., requires Oklahoma courts to recognize and enforce the custody determination contained in an adoption decree entered in the State of South Caroling.
