The Bureau of Land Management (“BLM”) is entrusted with managing the population of wild horses that roam public rangeland in the western United States. To fulfill this statutory responsibility, BLM must periodically remove horses from the range. One such removal operation—also known as a “gather”—is scheduled to begin tomorrow, February 8, 2017, in Utah’s Cedar Mountains.
