This case arises from the claim of the appellants, Thanh Vong Hoai, David He-menway and John Hemenway, that they were deprived of their civil rights in violation of 42 U.S.C. § 1983 (1988) and 42 U.S.C. § 1985 (1988) during the course of prior litigation involving Mr. Hoai’s right to operate a gas station franchise.
