Plaintiffs are a group of Maine employers who claim that the defendant insurance companies illegally conspired to fix prices and conduct a boycott in a successful effort to coerce the state legislature into permitting higher rates for workers’ compensation insurance. 1 The district court granted summary judgment for defendants based on the doctrines established in Parker v.
