In 1996, Congress passed the Prison Litigation Reform Act (the “PLRA” or the “Act”), Pub.L. No. 104-134, §§ 801-810, 110 Stat. 1321 (1995), to address concerns about the “ever-growing number of prison-condition lawsuits that were threatening to overwhelm the capacity of the federal judiciary.” Anderson v.
