The National Labor Relations Board, acting pursuant to § 9 (c) of the National Labor Relations Act, as *271amended, 61 Stat. 144,1 29 U. S. C. § 159 (c), conducted an election by secret ballot among the production and maintenance employees of respondent at the request of the Mechanics Educational Society of America (hereafter Union). Under the Act2 the Union, if it wins the election, becomes “the exclusive representative of all the employees” in that particular unit for purposes of collective bargaining. The Union won the election by a vote of 22-20.
