These appeals raise two principal issues: (1) whether the individual members of an administrative agency can be aggrieved so as to entitle them to pursue a statutory appeal from an agency decision in which they cast dissenting votes; and (2) whether the individual members of an administrative agency have standing to pursue a declaratory judgment action against the agency with respect to an agency decision in which they cast dissenting votes.
