OPINION

ROBERTSON, Senior Judge.

Bruce Davidson appeals from the trial court’s decision affirming the action of the Elkhart Board of Public Works (the “Board”) on two of three counts of misconduct resulting in his discharge from the Elkhart Police Department. Davidson raises the following issues for our review:

1. Whether the trial court erred when it ruled that the Board’s decision that Davidson violated rules regarding unauthorized statements to the press was not arbitrary or capricious and was supported by substantial evidence?; and
