EFFRON, Judge:

Appellant was tried by a special court-martial on charges of violating Nellis Air Force Base Regulation (NAFBR) 111-2, “Misuse of Government Travel Charge/ATM Card” (19 Oct. 1993). At trial, appellant contended that the regulation was unlawful *153and moved to dismiss the Charges and specifications.
