Appeals from two judgments of the County Court of Essex County (Jung, J.), rendered January 7, 1997, upon a verdict convicting defendants of violating various provisions of ECL article 17.

Defendants were the owners and operators of an apartment building located in the Town of Minerva, Essex County.
