MEMORANDUM AND ORDER

I

The First Amendment of the Constitution of the United States provides:

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

One of the multitude of judicial challenges that emanate from the few simple words in the First Amendment has to do with working out the free exercise rights of inmates imprisoned in a state maximum security…
