This action was brought by Premier Office Complex of Parma, LLC (“Premier”), requesting damages for an alleged breach of contract with the United States, acting through the Department of Veterans’ Affairs (“VA”). In the complaint, Premier alleges that the VA directed it to perform work outside the scope of the contract to build an outpatient clinic in Parma, Ohio.
