This is a review of an unpublished decision of the court of appeals filed September 23, 1980. The court of appeals affirmed the order and judgment of the Dodge county circuit court appointing the Office of the State Public Defender, over its objection, to represent Earl Lee Parker, a prisoner who had filed a pro se conditions-of-confinement claim.
