dissents and votes to reverse the judgment appealed from and dismiss the proceeding, with the following memorandum, with which Sullivan, J., concurs: The majority concludes that the Supreme Court properly granted the petition to annul the determination of the Board denying the petitioner’s application for a pedagogical license. Because I am of the view that the Supreme Court improperly substituted its own judgment for that of the Board, I respectfully dissent.
