GREENE, Judge.

The respondent appeals from an order entered 15 March 1991 terminating the respondent’s parental rights with regard to Angela Lynn Tyner.

The facts necessary to a resolution of the issue in this case are as follows: Angela Lynn Tyner (child) was born 9 August 1978 to Lynn Rayl (respondent) and Linda Lou Janice O’Neil (O’Neil). On 6 February 1985, O’Neil placed the child with William and Shirley Tyner (petitioners). The petitioners have had actual physical custody of the child since that date.
